Create, edit, deactivate and list Document Types.

• AC1 Creation with a code (exactly 3 uppercase letters A–Z, unique) and a name in the Working Language; description optional. A code that is already assigned or invalid is rejected.
• AC2 The code is immutable after creation: the UI displays it read-only, MCP rejects any change.
• AC3 Editing changes the name and description; the other Language Variant is generated in accordance with A26.
• AC4 Deactivation sets active = false; the Document Type can then no longer be selected when creating a Document, existing Documents remain assigned.
• AC5 The list shows code, name (active language), active, number of Documents; filter by active; sortable by code and name.
