Status Change
Executes a status transition with a checklist of prerequisites and a justification.
Areas and dialogs: One dialog per transition: Submit, Withdraw submission, Return to draft, Approve, Withdraw. Checklist on submission: mandatory fields, Effective Date, at least one Directive, translations complete, Alternative Texts confirmed, reviewers assigned. Checklist on approval: four-eyes, person, recommendations, Language Variants confirmed, Alternative Texts confirmed, number available. Each open item states the count and a jump target. On submission, multiple selection of reviewers; on approval, a toggle for minor version or major version with the calculated number; justification mandatory for Return to draft and Withdraw (monolingual)
