PDF/A-2a and PDF/UA-1 via a single typesetting system

- Generation with Typst (
--pdf-standard ua-1,a-2a, tagged PDF, embedded fonts); structure tags are derived from the Typst document; no HTML rendering. - In E0, a spike with a sample PDF (all building blocks from N17 and N19) demonstrates veraPDF conformance for both standards simultaneously; the sample is retained as a test. Demonstrated on 2026-09-07 (Typst 0.15.1, veraPDF 2a and ua1 PASS), see ADR-0001 risk 1. Thomas Frei accepted the maturity risk of Typst (version 0.x) on 2026-09-07.
